Cutting the paulownia leaf was but a child's game, Yet the promise to enfeoff with the jade tablet could not be changed. How did playfulness turn into reality? Because a ruler's word must not be spoken in jest.
Story and textual notes
King Cheng of the Western Zhou Dynasty lost his father at a young age, and state affairs were temporarily managed by his uncle, the Duke of Zhou. One day, King Cheng was playing a game with his younger brother, Shu Yu of Tang. King Cheng cut a paulownia leaf into the shape of a jade tablet (gui) and said: 'I enfeoff you as a vassal lord.' When the Duke of Zhou learned of this, he congratulated Shu Yu. King Cheng said it was merely a joke. The Duke of Zhou admonished him, saying: 'A ruler's words are never spoken in jest.' Later, after the Duke of Zhou's successful eastern expedition, which consolidated the political power of Western Zhou, he returned the reins of government to King Cheng. When King Cheng enfeoffed the lords, he kept his promise and indeed granted the territory of Tang to Shu Yu.
